Perspective on Demonizing of Russia and Putin

It’s time that people understand Joe Biden is an entirely scripted actor. Not well-scripted, and not a good actor, but still. His comments about Putin being a “killer with no soul” are insane, they scrape the bottom of the bottom of the barrel of diplomacy, they insult not just Putin, and thereby all of Russia, and threaten world peace, but they’re not his. They were written for him. Biden keeps reminding me of Max Headroom, an early MTV thing. Cartoon character. Scripted.

But this is not about truth anymore. It‘s about how endless repetition makes lies “believable” to gullible people – of which America has a seemingly endless supply.

Vladimir Putin lashed out at the United States and the West for destabilizing the world order of checks and balances for its own gains. He also accused the West of inflaming the situation in Ukraine and said Russia is not interested in building an empire. 
The Russian President delivered a fierce broadside aimed at the United States in a speech for the Valdai Club in Sochi, which is an informal group of scholars. He hit out at Washington for behaving without regard to the rest of the world's interests. 
“The system of international relations needed some changes, but the USA, who believe they were the winners of the Cold War, have not seen the need for this.” He added that the US has been trying to create the world “for their own gains." The Russian President added that because of this, regional and global security had been weakened.

On September 28, Russian President Vladimir Putin made a speech at the United Nations General Assembly. The event was to commemorate the 70th Anniversary of the creation of the organization. Putin reminded that the decision to create the United Nations was made in his country in 1945, at the Yalta Conference, by the leaders of the anti-Hitler coalition, and that the goal of the United Nations was to secure lasting peace, and not to repeat the mistakes of the previous century. 
Here are some key points from his speech: 
Post Cold War order 
The collapse of the Soviet Union did not result in peaceful world, instead: “We all know that after the end of the Cold War the world was left with one center of dominance, and those who found themselves at the top of the pyramid were tempted to think that, since they are so powerful and exceptional, they know best what needs to be done and thus they don’t need to reckon with the UN, which, instead of rubber-stamping the decisions they need, often stands in their way,” said Russian President. 
The significance of the United Nations 
Putin characterized an attempt by some countries “to undermine the legitimacy of the United Nations as extremely dangerous,” and “may result in the collapse of the entire architecture of international relations, and then indeed there will be no rules left except for the rule of force. The world will be dominated by selfishness rather than collective effort, by dictate rather than equality and liberty, and instead of truly independent states we will have protectorates controlled from outside.” 
The mistakes of the Soviet Union and new “social experiments” of “color revolutions” 
Putin warned against trying to impose the same form of government on all countries:
“We are all different, and we should respect that. Nations shouldn’t be forced to all conform to the same development model that somebody has declared the only appropriate one.” 
Putin reminded about the mistakes of the Soviet Union: 
“we remember examples from our Soviet past, when the Soviet Union exported social experiments, pushing for changes in other countries for ideological reasons, and this often led to tragic consequences and caused degradation instead of progress.” 
Then he called attention to the present day “experiments”: 
“instead of learning from other people’s mistakes, some prefer to repeat them and continue to export revolutions, only now these are “democratic” revolutions.” 
Putin’s harshest critique was about the consequences of these revolutions: 
“Instead of bringing about reforms, aggressive intervention rashly destroyed government institutions and the local way of life. Instead of democracy and progress, there is now violence, poverty, social disasters and total disregard for human rights, including even the right to life. 
I’m urged to ask those who created this situation: do you at least realize now what you’ve done? But I’m afraid that this question will remain unanswered, because they have never abandoned their policy, which is based on arrogance, exceptionalism and impunity.”

Russian President Vladimir Putin addressed the 70th UN General Assembly session to set the tone for a broad international discussions. All international issues are closely intertwined. One mistake leads to another. That’s the essence of Russian approach. The situation in the world, including Europe, is intolerable. It’s impossible to challenge this statement made by Russian President in his UN speech. 
The main thing is to find ways to put an end to Middle East conflicts and stop refugee flows to Europe, the problem that has greatly exacerbated recently. 
According to Moscow, it’s imperative to urgently develop a comprehensive strategy of political stabilization, as well as social and economic recovery, of the Middle East – the region which has become the source of refugee flows, terrorism and social-economic degradation threatening to encompass entire regions. 
The unilateral interventions of the United States and its allies into Iraq, Libya, Syria and other countries, which were undertaken bypassing the United Nations, sparked a destructive chain reaction to result in the refugee flows with hundreds of thousands people coming to Europe this year.

At a meeting of the Valdai international discussion club, Russian President Vladimir Putin said he hoped for improvement of Russia-US relationship after a new president takes office in Washington. 
According to the president, Russia and the United States should «break out of this vicious circle» and proceed to a new level of relations. He asked the US to abstain from provoking Russia into taking an active stand to defend its national interests. Mr. Putin would welcome reaching agreements with the US on various issues of common interest. 
The Russian president has dismissed as 'improper' the behavior of the US politicians, who put the blame on Russia for whatever goes wrong in the world, including Syria.
Indeed, with Barack Obama's second presidential term approaching an end, the inability to successfully deal with Russia is one of foreign policy failures to wreck his legacy. Washington’s efforts to resolve the Syrian crisis jointly with Moscow are a complete debacle. From Russia’s point of view the US is an unreliable partner. 
On October 27, the Russian Ministry of Foreign Affairs published the document called «Comparative Analysis of Russia-US Agreements Implementation» on Syria. 
The paper will be circulated as a United Nations document. It lists all the US violations of the agreements reached with Russia on Syria.

Question: In 2016 alone, three mustard gas attacks have already taken place, and the Jaysh al-Islam group has recently used chlorine. Will Russia call on the UN Security Council to condemn the use of chemical weapons by terrorists?

Maria Zakharova: It is true that on several occasions in 2016 fighters of various radical groups used toxic poisonous substances as chemical weapons in Syria and Iraq. Jaysh al-Islam group has used chlorine in Aleppo, and, it seems, is not even trying to hide it. It goes without saying that Russia condemns in the strongest possible terms the use of chemical weapons in combat operations by anyone, including non-state entities.

The use of chlorine by Jaysh al-Islam fighters in Aleppo is yet further confirmation of what we have been saying all along: that while it has been alleged and widely reported by the Western media that Damascus used chlorine for military purposes, including against civilians, these attacks were actually perpetrated by terrorist groups.

Russia has long been voicing concern over the fact that ISIS and other terrorist groups have obtained substantial capacity for conducting combat operations using poisonous substances in the Middle East. We regularly bring the issue of chemical weapons use by terrorists to the attention of the UN Security Council and call for a response by, among other things, specifying for counter-terrorist purposes the mandate of the OPCW-UN Joint Investigative Mechanism, established under UN Security Council Resolution 2235, to investigate incidents involving the use of chemical weapons in Syria.

Unfortunately, Russia’s efforts in this respect have been facing resistance from Western countries who, apparently, do not want to “divert” this mechanism away from proving the a priori assumptions that the Syrian Government is culpable for these incidents. Statements to this effect have become even less convincing given these recent developments.

In response to statements made by Vice Chairman of the U.S. Joint Chiefs of Staff Gen. Paul J. Selva about Russia "violating" the Intermediate-Range Nuclear Forces (INF) Treaty, Zakharova urged Washington to stop speaking out of its cornhole:
Such statements are certainly disappointing. As you know, this is not a new story. An informed person representing the military leadership of a major country should have known better. In particular, he could have finally explained what exactly they consider our “violations” to be and how they came to this conclusion. 
However, this is not the first time that public accusations of Russia’s non-compliance with the INF Treaty ​​are not backed up by any evidence. They seem to be following what has already become a familiar pattern – making claims and immediately evading any specificity. 
We have repeatedly affirmed our commitment to the INF. We explained to the US side that all missile tests in Russia are in compliance with the Treaty. During all negotiations, consultations and meetings we asked them to list Russia’s specific actions that are causing concern in Washington. Invariably, we got little in response except vague proposals to guess what they meant. This hardly seems like a serious approach. 
Indicatively, though, the Americans are threatening to retaliate for Russia’s mythical violations with certain steps of a military nature. The very fact that US representatives are persistently using such rhetoric, without bothering to bring any evidence or specific examples whatsoever, raises questions about the purpose of these false media narratives. 
At the same time, the Americans stubbornly refuse to discuss our well-founded claims concerning their own compliance with the INF Treaty. I am referring to the Mk-41 vertical launching units in the Aegis Ashore ground-based anti-missile systems, which the United States has deployed in Romania and plans to deploy in Poland, and which can reasonably be considered cruise missile launchers. The large-scale programme of building ballistic missile targets for missile defence-related applications, with similar characteristics to intermediate-range and shorter-range missiles, is also causing a lot of questions. In addition, the United States produces and uses unmanned combat air vehicles, which fit the definition of ground-based cruise missiles contained in the INF Treaty. 
Once again, we suggest abandoning this unsubstantiated rhetoric and public accusations without specific examples in favour of a substantive dialogue aimed at addressing existing concerns and clarifying potential points of disagreement. All the mechanisms are there. We are open to such a dialogue through the appropriate channels.

The Costs of Ignoring Russia. Dimitri K. Simes, Strategic Culture Foundation. Aug. 15, 2017.

Improving the dangerously unstable U.S.-Russia relationship will be very difficult, but it is important for U.S. national security. Current mutual hostility threatens an explosive confrontation that could destroy American (and Russian) civilization as we know it. Short of that, Russia can do much more than it is today to damage U.S. interests and values without taking extreme risks. Accordingly, the United States should explore normalizing its interaction with Russia. Washington should do so without illusions, and from a position of strength. 
Today, America and Russia are adversaries with different approaches to key international issues, different systems of government and, in many respects, different values. Each confronts domestic obstacles to efforts to establish better relations. These obstacles are particularly challenging in the United States, where Congress, the mainstream media and much of the American public view Vladimir Putin’s Russia as a vicious enemy akin to Saddam Hussein’s Iraq, if not Hitler’s Germany. Unlike China, Russia has only limited economic interaction with America—and therefore few Americans see a practical positive side to contacts with Russia.

President Trump can improve relations with Russia in ways that advance American national interests by going back to Cold War fundamentals. American presidents’ first responsibility is to protect and defend the United States of America. In a world in which Russia’s leader commands a nuclear arsenal that can erase the United States from the map, sufficient (and often politically painful) cooperation to avoid that outcome is indispensable. Just as in the Cold War, Americans and Russians today share a vital national interest in averting a nuclear war.

To many twenty-first-century readers, this will sound decidedly “last century.” Conceptually, when the Cold War ended in 1991, most Americans consigned nuclear weapons, along with the Soviet Union, to the dustbin of history. But that was a dangerous delusion. While the Soviet Union disappeared, its superpower arsenal certainly did not. Indeed, the half-life of plutonium is twenty-four thousand years, so nuclear weapons are likely to be with us for some time.

Current discussions of “punishing” Russia for interference in the 2016 presidential election, or “sanctioning” Russia for destabilizing eastern Ukraine, or “countering” Russian military deployments by stationing additional U.S. and NATO troops in the Baltics, fail to ask an elementary question from strategy 101: and then what? What will Russia do in response? And at the end of the sequence of actions and reactions, will Americans be safer than before? Bismarck warned against playing chess one move at a time.

War between Russia and the West seems nearly inevitable. No self-respecting nation facing inexorable encirclement by an alliance of hostile neighbors can allow such pressures and forces to continue indefinitely. Eventually it must protect its interests through military action. Indeed, Russia already has resorted to military action: in Georgia in 2008, after that Russian neighbor initiated a war with Moscow designed to severely curtail Russia’s influence in its own neighborhood, and in eastern Ukraine, after the West encouraged and fostered a 2014 revolution that upended an elected Ukrainian leader whose foreign and economic policies tilted toward Russia.

And consider Russia’s territorial fate since the West’s Cold War victory over Soviet Bolshevism. Before that momentous development, which was entirely necessary and laudable, the Soviet Union had no Western enemies within a thousand miles of Leningrad. Now that fabled Russian city, renamed St. Petersburg once again after the obliteration of the ideological menace of Soviet communism, resides within a hundred miles of NATO military forces. Moscow was protected behind 1,200 miles of controlled territory during the Cold War; now that distance is two hundred miles. 
This represents a monumental shift in Russia’s geopolitical situation, and much of it was, and remains, a cause of celebration. The Soviet yoke over the peoples of Eastern Europe had to be removed, and the West’s long Cold War struggle, particularly the early initiatives under Harry Truman and the final push under Ronald Reagan, represents a heroic tale of calibrated resistance and tireless resolve.

But Western intrusion into traditional Russian spheres of influence, areas under the sway of Moscow for three centuries or more, represents a highly provocative and destabilizing policy. Ukraine was one such Russian sphere of influence. Georgia was another. So was Belarus. So was Serbia. All have been subject to Western designs to one degree or another, including serious U.S. initiatives to dismember Serbia and get Georgia and Ukraine into NATO. 
Further, the West has offered no expressions indicating what might be the limitations of its encirclement plans. Prominent Americans talk freely of “regime change” in the country, and the U.S. government has sponsored NGO activities designed to foment antigovernment activities there of the kind that stirred a pro-Russian leader of Ukraine—the corrupt but duly elected Viktor Yanukovych—to flee his own country upon threat of death. America’s promiscuous post–Cold War activities in support of regime change—in Iraq, Libya, Syria, Yemen—lend weight to suspicions that it harbors similar views toward Russian president Vladimir Putin. 
Indeed, the demonization of Putin by America’s intelligentsia has been nearly unprecedented in peacetime. Hillary Clinton invokes Hitler as a comparative figure and, while others have stopped short of that kind of rhetorical excess, the attitude remains the same. He is evil and presides over a menacing, conquest-hungry nation; he and his country must be stopped, curtailed, declawed. There is no recognition in any of this that Russians may view themselves, with at least some validity, as a beleaguered nation vis-à-vis America and its allies. 
Donald Trump was elected in part to change all that. As the University of Southern California’s Robert David English notes in his excellent recent Foreign Affairs essay, Trump repeatedly asserted in his first press conference that it would be “positive,” “good,” or “great” if “we could get along with Russia.” Unlike most of the country’s elites, he vowed to seek Moscow’s cooperation on global issues, accepted some U.S. share of blame for the two countries’ sour relations and acknowledged “the right of all nations to put their own interests first.” 
This suggested a dramatic turn in U.S.-Russian relations—an end to the encirclement push, curtailment of the hostile rhetoric, a pullback on economic sanctions, and serious efforts to work with Russia on such nettlesome matters as Syria and Ukraine. 
This budding initiative now lies in tiny shards upon the floor of global politics. We don’t yet know, and perhaps never will, the full story of what happened with regard to Russia’s effort to tilt America’s 2016 presidential election. And we can’t yet form a full picture of the actions undertaken on the part of the Trump team or the president himself to collude with official Russia in U.S. internal politics. It might be very serious; it might not. 
But it almost doesn’t matter. Trump’s Russia initiative appears dead. The anti-Russian elites have won the day, whatever the merits of the case or wherever the facts now lead. The president looks hapless on the issue. New sanctions are coming, whether he wants them or not. NATO expansion and the West’s Ukraine meddling will continue. Encirclement is firmly in place. 
It’s difficult to envision where this could lead, short of actual hostilities. Russia’s fundamental national interests, the ones Trump was prepared to accept, will almost certainly render such hostilities inevitable.

Colleagues, ladies and gentlemen,

Allow me to greet you here at this regular meeting of the Valdai International Club.

It is true that for over 10 years now this has been a platform to discuss the most pressing issues and consider the directions and prospects for the development of Russia and the whole world. The participants change, of course, but overall, this discussion platform retains its core, so to speak – we have turned into a kind of mutually understanding environment.

We have an open discussion here; this is an open intellectual platform for an exchange of views, assessments and forecasts that are very important for us here in Russia. I would like to thank all the Russian and foreign politicians, experts, public figures and journalists taking part in the work of this club.

This year the discussion focusses on issues of war and peace. This topic has clearly been the concern of humanity throughout its history. Back in ancient times, in antiquity people argued about the nature, the causes of conflicts, about the fair and unfair use of force, of whether wars would always accompany the development of civilisation, broken only by ceasefires, or would the time come when arguments and conflicts are resolved without war.

I’m sure you recalled our great writer Leo Tolstoy here. In his great novel War and Peace, he wrote that war contradicted human reason and human nature, while peace in his opinion was good for people.

Our service members in Syria, of course, are fighting terrorism and in this respect, protect the interests of the Syrian people, but not only that. First and foremost, they protect the interests of Russia and the Russian people.


True, peace, a peaceful life have always been humanity’s ideal. State figures, philosophers and lawyers have often come up with models for a peaceful interaction between nations. Various coalitions and alliances declared that their goal was to ensure strong, ‘lasting’ peace as they used to say. However, the problem was that they often turned to war as a way to resolve the accumulated contradictions, while war itself served as a means for establishing new post-war hierarchies in the world.

Meanwhile peace, as a state of world politics, has never been stable and did not come of itself. Periods of peace in both European and world history were always been based on securing and maintaining the existing balance of forces. This happened in the 17th century in the times of the so-called Peace of Westphalia, which put an end to the Thirty Years’ War. Then in the 19th century, in the time of the Vienna Congress; and again 70 years ago in Yalta, when the victors over Nazism made the decision to set up the United Nations Organisation and lay down the principles of relations between states.

With the appearance of nuclear weapons, it became clear that there could be no winner in a global conflict. There can be only one end – guaranteed mutual destruction. It so happened that in its attempt to create ever more destructive weapons humanity has made any big war pointless.

Incidentally, the world leaders of the 1950s, 1960s, 1970s and even 1980s did treat the use of armed force as an exceptional measure. In this sense, they behaved responsibly, weighing all the circumstances and possible consequences.
The end of the Cold War put an end to ideological opposition, but the basis for arguments and geopolitical conflicts remained. All states have always had and will continue to have their own diverse interests, while the course of world history has always been accompanied by competition between nations and their alliances. In my view, this is absolutely natural.

The main thing is to ensure that this competition develops within the framework of fixed political, legal and moral norms and rules. Otherwise, competition and conflicts of interest may lead to acute crises and dramatic outbursts.

We have seen this happen many times in the past. Today, unfortunately, we have again come across similar situations. Attempts to promote a model of unilateral domination, as I have said on numerous occasions, have led to an imbalance in the system of international law and global regulation, which means there is a threat, and political, economic or military competition may get out of control.

What, for instance, could such uncontrolled competition mean for international security? A growing number of regional conflicts, especially in ‘border’ areas, where the interests of major nations or blocs meet. This can also lead to the probable downfall of the system of non-proliferation of weapons of mass destruction (which I also consider to be very dangerous), which, in turn, would result in a new spiral of the arms race.

The collapse of Syria’s official authorities will only mobilise terrorists. Right now, instead of undermining them, we must revive them, strengthening state institutions in the conflict zone.


We have already seen the appearance of the concept of the so-called disarming first strike, including one with the use of high-precision long-range non-nuclear weapons comparable in their effect to nuclear weapons.

The use of the threat of a nuclear missile attack from Iran as an excuse, as we know, has destroyed the fundamental basis of modern international security – the Anti-Ballistic Missile Treaty. The United States has unilaterally seceded from the treaty. Incidentally, today we have resolved the Iranian issue and there is no threat from Iran and never has been, just as we said.

The thing that seemed to have led our American partners to build an anti-missile defence system is gone. It would be reasonable to expect work to develop the US anti-missile defence system to come to an end as well. What is actually happening? Nothing of the kind, or actually the opposite – everything continues.

Recently the United States conducted the first test of the anti-missile defence system in Europe. What does this mean? It means we were right when we argued with our American partners. They were simply trying yet again to mislead us and the whole world. To put it plainly, they were lying. It was not about the hypothetical Iranian threat, which never existed. It was about an attempt to destroy the strategic balance, to change the balance of forces in their favour not only to dominate, but to have the opportunity to dictate their will to all: to their geopolitical competition and, I believe, to their allies as well. This is a very dangerous scenario, harmful to all, including, in my opinion, to the United States.

The nuclear deterrent lost its value. Some probably even had the illusion that victory of one party in a world conflict was again possible – without irreversible, unacceptable, as experts say, consequences for the winner, if there ever is one.

In the past 25 years, the threshold for the use of force has gone down noticeably. The anti-war immunity we have acquired after two world wars, which we had on a subconscious, psychological level, has become weaker. The very perception of war has changed: for TV viewers it was becoming and has now become an entertaining media picture, as if nobody dies in combat, as if people do not suffer and cities and entire states are not destroyed.

Unfortunately, military terminology is becoming part of everyday life. Thus, trade and sanctions wars have become today’s global economic reality – this has become a set phrase used by the media. The sanctions, meanwhile, are often used also as an instrument of unfair competition to put pressure on or completely ‘throw’ competition out of the market. As an example, I could take the outright epidemic of fines imposed on companies, including European ones, by the United States. Flimsy pretexts are being used, and all those who dare violate the unilateral American sanctions are severely punished.

You know, this may not be Russia’s business, but this is a discussion club, therefore I will ask: Is that the way one treats allies? No, this is how one treats vassals who dare act as they wish – they are punished for misbehaving.

It is impossible to combat terrorism in general if some terrorists are used as a battering ram to overthrow the regimes that are not to one’s liking.


Last year a fine was imposed on a French bank to a total of almost $9 billion – $8.9 billion, I believe. Toyota paid $1.2 billion, while the German Commerzbank signed an agreement to pay $1.7 billion into the American budget, and so forth.

We also see the development of the process to create non-transparent economic blocs, which is done following practically all the rules of conspiracy. The goal is obvious – to reformat the world economy in a way that would make it possible to extract a greater profit from domination and the spread of economic, trade and technological regulation standards.

The creation of economic blocs by imposing their terms on the strongest players would clearly not make the world safer, but would only create time bombs, conditions for future conflicts.

The World Trade Organisation was once set up. True, the discussion there is not proceeding smoothly, and the Doha round of talks ended in a deadlock, possibly, but we should continue looking for ways out and for compromise, because only compromise can lead to the creation of a long-term system of relations in any sphere, including the economy. Meanwhile, if we dismiss that the concerns of certain countries – participants in economic communication, if we pretend that they can be bypassed, the contradictions will not go away, they will not be resolved, they will remain, which means that one day they will make themselves known.

As you know, our approach is different. While creating the Eurasian Economic Union we tried to develop relations with our partners, including relations within the Chinese Silk Road Economic Belt initiative. We are actively working on the basis of equality in BRICS, APEC and the G20.

The global information space is also shaken by wars today, in a manner of speaking. The ‘only correct’ viewpoint and interpretation of events is aggressively imposed on people, certain facts are either concealed or manipulated. We are all used to labelling and the creation of an enemy image.

The authorities in countries that seemed to have always appealed to such values as freedom of speech and the free dissemination of information – something we have heard about so often in the past – are now trying to prevent the spreading of objective information and any opinion that differs from their own; they declare it hostile propaganda that needs to be combatted, clearly using undemocratic means.

Unfortunately, we hear the words war and conflict ever more frequently when talking about relations between people of different cultures, religions and ethnicity. Today hundreds of thousands of migrants are trying to integrate into a different society without a profession and without any knowledge of the language, traditions and culture of the countries they are moving to. Meanwhile, the residents of those countries – and we should openly speak about this, without trying to polish things up – the residents are irritated by the dominance of strangers, rising crime rate, money spent on refugees from the budgets of their countries.

Many people sympathise with the refugees, of course, and would like to help them. The question is how to do it without infringing on the interests of the residents of the countries where the refugees are moving. Meanwhile, a massive uncontrolled shocking clash of different lifestyles can lead, and already is leading to growing nationalism and intolerance, to the emergence of a permanent conflict in society.

Colleagues, we must be realistic: military power is, of course, and will remain for a long time still an instrument of international politics. Good or bad, this is a fact of life. The question is, will it be used only when all other means have been exhausted? When we have to resist common threats, like, for instance, terrorism, and will it be used in compliance with the known rules laid down in international law. Or will we use force on any pretext, even just to remind the world who is boss here, without giving a thought about the legitimacy of the use of force and its consequences, without solving problems, but only multiplying them.

We see what is happening in the Middle East. For decades, maybe even centuries, inter-ethnic, religious and political conflicts and acute social issues have been accumulating here. In a word, a storm was brewing there, while attempts to forcefully rearrange the region became the match that lead to a real blast, to the destruction of statehood, an outbreak of terrorism and, finally, to growing global risks.

A terrorist organisation, the so-called Islamic State, took huge territories under control. Just think about it: if they occupied Damascus or Baghdad, the terrorist gangs could achieve the status of a practically official power, they would create a stronghold for global expansion. Is anyone considering this? It is time the entire international community realised what we are dealing with – it is, in fact, an enemy of civilisation and world culture that is bringing with it an ideology of hatred and barbarity, trampling upon morals and world religious values, including those of Islam, thereby compromising it.

We do not need wordplay here; we should not break down the terrorists into moderate and immoderate ones. It would be good to know the difference. Probably, in the opinion of certain experts, it is that the so-called moderate militants behead people in limited numbers or in some delicate fashion.

In actual fact, we now see a real mix of terrorist groups. True, at times militants from the Islamic State, Jabhat al-Nusra and other Al-Qaeda heirs and splinters fight each other, but they fight for money, for feeding grounds, this is what they are fighting for. They are not fighting for ideological reasons, while their essence and methods remain the same: terror, murder, turning people into a timid, frightened, obedient mass.

In the past years the situation has been deteriorating, the terrorists’ infrastructure has been growing, along with their numbers, while the weapons provided to the so-called moderate opposition eventually ended up in the hands of terrorist organisations. Moreover, sometimes entire bands would go over to their side, marching in with flying colours, as they say.

Why is it that the efforts of, say, our American partners and their allies in their struggle against the Islamic State has not produced any tangible results? Obviously, this is not about any lack of military equipment or potential. Clearly, the United States has a huge potential, the biggest military potential in the world, only double crossing is never easy. You declare war on terrorists and simultaneously try to use some of them to arrange the figures on the Middle East board in your own interests, as you may think.

We need to separate the terrorist threat from the internal political problems. Certainly, the Syrian government must establish working contact with those opposition forces that are ready for dialogue.


It is impossible to combat terrorism in general if some terrorists are used as a battering ram to overthrow the regimes that are not to one’s liking. You cannot get rid of those terrorists, it is only an illusion to think you can get rid of them later, take power away from them or reach some agreement with them. The situation in Libya is the best example here.

Let us hope that the new government will manage to stabilise the situation, though this is not a fact yet. However, we need to assist in this stabilisation.

We understand quite well that the militants fighting in the Middle East represent a threat to everyone, including Russia. People in our nation know what terrorist aggression means and know what the bandits in the North Caucasus have done. We remember the bloody terrorist attacks in Budennovsk, Moscow, Beslan, Volgograd and other Russian cities. Russia has always fought terrorism in all its forms, consistently advocating for truly unifying the global community’s efforts to fight this evil. That is why we made our suggestion to create a broad anti-terror coalition, which I recently voiced in my speech at the United Nations.

After Syria’s official authorities reached out to us for support, we made the decision to launch a Russian military operation in that nation. I will stress again: it is fully legitimate and its only goal is to help restore peace. I am sure that the Russian service members’ actions will have the necessary positive effect on the situation, helping Syria’s official authorities create the conditions for subsequent actions in reaching a political settlement and stage pre-emptive strikes against terrorists that threaten our nation, Russia. Thus, we help all nations and peoples who are certainly in danger if these terrorists return home.

Here is what we believe we must do to support long-term settlement in the region, as well as its social, economic and political revival. First of all, free Syria and Iraq’s territories from terrorists and not let them move their activities to other regions. And to do that, we must join all forces – the Iraqi and Syrian regular armies, Kurdish militia, various opposition groups that have actually made a real contribution to fighting terrorists – and coordinate the actions of countries within and outside of the region against terrorism. At the same time, joint anti-terrorist action must certainly be based on international law.

Second, it is obvious that a military victory over the militants alone will not resolve all problems, but it will create conditions for the main thing: a beginning of a political process with participation by all healthy, patriotic forces of the Syrian society. It is the Syrians who must decide their fate with exclusively civil, respectful assistance from the international community, and not under external pressure through ultimatums, blackmail or threats.

The collapse of Syria’s official authorities, for example, will only mobilise terrorists. Right now, instead of undermining them, we must revive them, strengthening state institutions in the conflict zone.

I want to remind you that throughout its history, the Middle East has often been an arena for clashes between various empires and powers. They redrew boundaries and reshaped the region’s political structure to suit their tastes and interests. And the consequences were not always good or beneficial for the people living there. Actually, no one even asked their opinion. The last people to find out what was happening in their own nations were the people living in the Middle East.

Of course, this begs the question: isn’t it time for the international community to coordinate all its actions with the people who live in these territories? I think that it’s long overdue; these people – like any people – should be treated with respect.

For all the drama of its current situation, Syria can become a model for partnership in the name of common interests, resolving problems that affect everyone, and developing an effective risk management system.


The involvement in the process of political settlement of the Muslim clergy, leaders of Islam and heads of Muslim nations is crucial. We count on their consolidated position and assistance, as well as their moral authority. It is very important to protect people, especially youth, against the destructive effects of the ideology of the terrorists, who are trying to use them as cannon fodder, nothing more. We need to distinguish clearly between genuine Islam, whose values are peace, family, good deeds, helping others, respecting traditions, and the lies and hatred that the militants sow under the guise of Islam.

Fourth, we currently need to develop a roadmap for the region’s economic and social development, to restore basic infrastructure, housing, hospitals and schools. Only this kind of on-site creative work after eliminating terrorism and reaching a political settlement can stop the enormous flow of refugees to European nations and return those who left to their homelands.

It is clear that Syria will need massive financial, economic and humanitarian assistance in order to heal the wounds of war. We need to determine the format within which we could do this work, getting donor nations and international financial institutions involved. Right now, Syria’s problems are being discussed at the UN and other international organisations, and within the framework of interstate relations. It’s true that for now, we are not always able to reach an understanding and it is painfully difficult to abandon might-have-been expectations and unjustified calculations, but nevertheless, there is some progress.

We see that contacts are being gradually established between military departments within the anti-terrorist operation framework, although not as actively and quickly as we might like. Approval of the Russian-American document on safety guidelines for the two countries’ military aircraft flying missions over Syria is a serious step in the right direction.

We are also close to starting an exchange of information with our western colleagues on militants’ positions and movements. All these are certainly steps in the right direction. What’s most important is to treat one another as allies in a common fight, to be honest and open. Only then can we guarantee victory over the terrorists.

For all the drama of its current situation, Syria can become a model for partnership in the name of common interests, resolving problems that affect everyone, and developing an effective risk management system. We already had this opportunity after the end of the Cold War. Unfortunately, we did not take advantage of it. We also had the opportunity in the early 2000s, when Russia, the US and many other nations were faced with terrorist aggression and unfortunately, we were unable to establish a good dynamic for cooperating then, either. I will not return to that and the reasons for why we were unable to do this. I think everyone knows already. Now, what’s important is to draw the right lessons from what happened in the past and to move forward.

I am confident that the experience we acquired and today’s situation will allow us to finally make the right choice – the choice in favour of cooperation, mutual respect and trust, the choice in favour of peace.

SERGEY V. LAVROV, Minister of Foreign Affairs of the Russian Federation, said that the United States-led Western alliance that portrayed itself as a champion of democracy in fact acted from the direct opposite position and rejected the democratic principle of sovereign equality of States. That alliance was trying to decide for everyone what was good and what was evil. The United States Administration had openly declared what it believed to be its right to unilateral use of force anywhere to uphold its own interests. Military interference had become the norm.

The sustainability of the international system had been severely shaken by the North Atlantic Treaty Organization’s (NATO) bombardment of the then-Federal Republic of Yugoslavia, intervention in Iraq, attacks against Libya and the failure of operations in Afghanistan, he said. It was only due to diplomatic efforts that the aggression against Syria was prevented in 2013. There was an impression that the goal of various "colour revolutions" and other projects to change unsuitable regimes was to provoke chaos and instability. Today, Ukraine had fallen victim to such an arrogant policy. The situation there had revealed the remaining deep-rooted systemic flaws of the existing architecture in the Euro-Atlantic area. The West had embarked upon the course towards "vertical structuring of humanity", tailored to its own "hardly inoffensive" standards.

The United States and the European Union supported the coup d'état in Ukraine and reverted to outright justification of any acts by the self-proclaimed Kyiv authorities, he said. Those authorities had opted for suppression by force of the Ukrainian people, who had rejected attempts to impose an unconstitutional way of life on the entire country, and who wanted to defend their rights to their native language and culture. It was precisely the aggressive assault on those rights that propelled the population of Crimea to take destiny into its own hands and make a choice in favour of self-determination. Attempts to distort the truth and to hide the facts behind "blanket accusations" had been undertaken at all stages of the Ukrainian crisis. The Russian Federation was sincerely interested in restoring peace in "the neighbouring country". The ceasefire agreement signed by Presidents Petro Poroshenkoand Vladimir Putin had created an opening to resolve the situation.

As a condition for establishing diplomatic relations with the then-Soviet Union in 1933, the United States Government had demanded that Moscow guarantee non-interference in the United States’ domestic affairs and not take any actions aimed at changing the United States’ political or social order, he said. At that time, Washington, D.C., feared a "revolutionary virus", and the guarantees it sought were put on record, on the basis of reciprocity. Perhaps, it now made sense to return to that topic and reproduce that demand of the United States Government on a universal scale. The policy of ultimatums and the philosophy of supremacy and domination did not meet the requirements of the twenty-first century, and ran counter to the objective process of development of a polycentric, democratic world order.

After commenting on various conflicts throughout the world, he noted that the United Nations had been established on the ruins of the Second World War, and was entering the year of its seventieth anniversary. Everyone in the international community was obligated to celebrate in an appropriate manner and pay tribute to all who had died for freedom and the right of people to determine their own destiny.


Russia’s Foreign Policy: Historical Background. Sergey Lavrov, Russia in Global Affairs magazine. March 3, 2016

International relations have entered a very difficult period, and Russia once again finds itself at the crossroads of key trends that determine the vector of future global development.

Many different opinions have been expressed in this connection including the fear that we have a distorted view of the international situation and Russia’s international standing. I perceive this as an echo of the eternal dispute between pro-Western liberals and the advocates of Russia’s unique path. There are also those, both in Russia and outside of it, who believe that Russia is doomed to drag behind, trying to catch up with the West and forced to bend to other players’ rules, and hence will be unable to claim its rightful place in international affairs. I’d like to use this opportunity to express some of my views and to back them with examples from history and historical parallels.

It is an established fact that a substantiated policy is impossible without reliance on history. This reference to history is absolutely justified, especially considering recent celebrations. In 2015, we celebrated the 70th anniversary of Victory in WWII, and in 2014, we marked a century since the start of WWI. In 2012, we marked 200 years of the Battle of Borodino and 400 years of Moscow’s liberation from the Polish invaders. If we look at these events carefully, we’ll see that they clearly point to Russia’s special role in European and global history.

History doesn’t confirm the widespread belief that Russia has always camped in Europe’s backyard and has been Europe’s political outsider. I’d like to remind you that the adoption of Christianity in Russia in 988 – we marked 1025 years of that event quite recently – boosted the development of state institutions, social relations and culture and eventually made Kievan Rus a full member of the European community. At that time, dynastic marriages were the best gauge of a country’s role in the system of international relations. In the 11th century, three daughters of Grand Prince Yaroslav the Wise became the queens of Norway and Denmark, Hungary and France. Yaroslav’s sister married the Polish king and granddaughter the German emperor.

Numerous scientific investigations bear witness to the high cultural and spiritual level of Rus of those days, a level that was frequently higher than in western European states. Many prominent Western thinkers recognized that Rus was part of the European context. At the same time, Russian people possessed a cultural matrix of their own and an original type of spirituality and never merged with the West. It is instructive to recall in this connection what was for my people a tragic and in many respects critical epoch of the Mongolian invasion. The great Russian poet and writer Alexander Pushkin wrote: “The barbarians did not dare to leave an enslaved Rus in their rear and returned to their Eastern steppes. Christian enlightenment was saved by a ravaged and dying Russia.” We also know an alternative view offered by prominent historian and ethnologist Lev Gumilyov, who believed that the Mongolian invasion had prompted the emergence of a new Russian ethnos and that the Great Steppe had given us an additional impetus for development.

However that may be, it is clear that the said period was extremely important for the assertion of the Russian State’s independent role in Eurasia. Let us recall in this connection the policy pursued by Grand Prince Alexander Nevsky, who opted to temporarily submit to Golden Horde rulers, who were tolerant of Christianity, in order to uphold the Russians’ right to have a faith of their own and to decide their fate, despite the European West’s attempts to put Russian lands under full control and to deprive Russians of their identity. I am confident that this wise and forward-looking policy is in our genes.

Rus bent under but was not broken by the heavy Mongolian yoke, and managed to emerge from this dire trial as a single state, which was later regarded by both the West and the East as the successor to the Byzantine Empire that ceased to exist in 1453. An imposing country stretching along what was practically the entire eastern perimeter of Europe, Russia began a natural expansion towards the Urals and Siberia, absorbing their huge territories. Already then it was a powerful balancing factor in European political combinations, including the well-known Thirty Years’ War that gave birth to the Westphalian system of international relations, whose principles, primarily respect for state sovereignty, are of importance even today.

At this point we are approaching a dilemma that has been evident for several centuries. While the rapidly developing Moscow state naturally played an increasing role in European affairs, the European countries had apprehensions about the nascent giant in the East and tried to isolate it whenever possible and prevent it from taking part in Europe’s most important affairs.

The seeming contradiction between the traditional social order and a striving for modernisation based on the most advanced experience also dates back centuries. In reality, a rapidly developing state is bound to try and make a leap forward, relying on modern technology, which does not necessarily imply the renunciation of its “cultural code.” There are many examples of Eastern societies modernising without the radical breakdown of their traditions. This is all the more typical of Russia that is essentially a branch of European civilisation.

Incidentally, the need for modernisation based on European achievements was clearly manifest in Russian society under Tsar Alexis, while talented and ambitious Peter the Great gave it a strong boost. Relying on tough domestic measures and resolute, and successful, foreign policy, Peter the Great managed to put Russia into the category of Europe’s leading countries in a little over two decades. Since that time Russia’s position could no longer be ignored. Not a single European issue can be resolved without Russia’s opinion.

It wouldn’t be accurate to assume that everyone was happy about this state of affairs. Repeated attempts to return this country into the pre-Peter times were made over subsequent centuries but failed. In the middle 18th century Russia played a key role in a pan-European conflict – the Seven Years’ War. At that time, Russian troops made a triumphal entry into Berlin, the capital of Prussia under Frederick II who had a reputation for invincibility. Prussia was saved from an inevitable rout only because Empress Elizabeth died a sudden death and was succeeded by Peter III who sympathised with Frederick II. This turn in German history is still referred to as the Miracle of the House of Brandenburg. Russia’s size, power and influence grew substantially under Catherine the Great when, as then Chancellor Alexander Bezborodko put it, “Not a single cannon in Europe could be fired without our consent.”

I’d like to quote the opinion of a reputable researcher of Russian history, Hélène Carrère d'Encausse, the permanent secretary of the French Academy. She said the Russian Empire was the greatest empire of all times in the totality of all parameters – its size, an ability to administer its territories and the longevity of its existence. Following Russian philosopher Nikolai Berdyayev, she insists that history has imbued Russia with the mission of being a link between the East and the West.

During at least the past two centuries any attempts to unite Europe without Russia and against it have inevitably led to grim tragedies, the consequences of which were always overcome with the decisive participation of our country. I’m referring, in part, to the Napoleonic wars upon the completion of which Russia rescued the system of international relations that was based on the balance of forces and mutual consideration for national interests and ruled out the total dominance of one state in Europe. We remember that Emperor Alexander I took an active role in the drafting of decisions of the 1815 Vienna Congress that ensured the development of Europe without serious armed clashes during the subsequent 40 years.

Incidentally, to a certain extent the ideas of Alexander I could be described as a prototype of the concept on subordinating national interests to common goals, primarily, the maintenance of peace and order in Europe. As the Russian emperor said, “there can be no more English, French, Russian or Austrian policy. There can be only one policy – a common policy that must be accepted by both peoples and sovereigns for common happiness.”

By the same token, the Vienna system was destroyed in the wake of the desire to marginalise Russia in European affairs. Paris was obsessed with this idea during the reign of Emperor Napoleon III. In his attempt to forge an anti-Russian alliance, the French monarch was willing, as a hapless chess grandmaster, to sacrifice all the other figures. How did it play out? Indeed, Russia was defeated in the Crimean War of 1853-1856, the consequences of which it managed to overcome soon due to a consistent and far-sighted policy pursued by Chancellor Alexander Gorchakov. As for Napoleon III, he ended his rule in German captivity, and the nightmare of the Franco-German confrontation loomed over Western Europe for decades.

Here is another Crimean War-related episode. As we know, the Austrian Emperor refused to help Russia, which, a few years earlier, in 1849, had come to his help during the Hungarian revolt. Then Austrian Foreign Minister Felix Schwarzenberg famously said: “Europe would be astonished by the extent of Austria’s ingratitude.” In general, the imbalance of pan-European mechanisms triggered a chain of events that led to the First World War.

Notably, back then Russian diplomacy also advanced ideas that were ahead of their time. The Hague Peace conferences of 1899 and 1907, convened at the initiative of Emperor Nicholas II, were the first attempts to agree on curbing the arms race and stopping preparations for a devastating war. But not many people know about it.

The First World War claimed lives and caused the suffering of countless millions of people and led to the collapse of four empires. In this connection, it is appropriate to recall yet another anniversary, which will be marked next year – the 100th anniversary of the Russian Revolution. Today we are faced with the need to develop a balanced and objective assessment of those events, especially in an environment where, particularly in the West, many are willing to use this date to mount even more information attacks on Russia, and to portray the 1917 Revolution as a barbaric coup that dragged down all of European history. Even worse, they want to equate the Soviet regime to Nazism, and partially blame it for starting WWII.

Without a doubt, the Revolution of 1917 and the ensuing Civil War were a terrible tragedy for our nation. However, all other revolutions were tragic as well. This does not prevent our French colleagues from extolling their upheaval, which, in addition to the slogans of liberty, equality and fraternity, also involved the use of the guillotine, and rivers of blood.

Undoubtedly, the Russian Revolution was a major event which impacted world history in many controversial ways. It has become regarded as a kind of experiment in implementing socialist ideas, which were then widely spread across Europe. The people supported them, because wide masses gravitated towards social organisation with reliance on the collective and community principles.

Serious researchers clearly see the impact of reforms in the Soviet Union on the formation of the so-called welfare state in Western Europe in the post-WWII period. European governments decided to introduce unprecedented measures of social protection under the influence of the example of the Soviet Union in an effort to cut the ground from under the feet of the left-wing political forces.

One can say that the 40 years following World War II were a surprisingly good time for Western Europe, which was spared the need to make its own major decisions under the umbrella of the US-Soviet confrontation and enjoyed unique opportunities for steady development.

In these circumstances, Western European countries have implemented several ideas regarding ​​conversion of the capitalist and socialist models, which, as a preferred form of socioeconomic progress, were promoted by Pitirim Sorokin and other outstanding thinkers of the 20th century. Over the past 20 years, we have been witnessing the reverse process in Europe and the United States: the reduction of the middle class, increased social inequality, and the dismantling of controls over big business.

The role which the Soviet Union played in decolonisation, and promoting international relations principles, such as the independent development of nations and their right to self-determination, is undeniable.

I will not dwell on the points related to Europe slipping into WWII. Clearly, the anti-Russian aspirations of the European elites, and their desire to unleash Hitler's war machine on the Soviet Union played their fatal part here. Redressing the situation after this terrible disaster involved the participation of our country as a key partner in determining the parameters of the European and the world order.

In this context, the notion of the “clash of two totalitarianisms,” which is now actively inculcated in European minds, including at schools, is groundless and immoral. The Soviet Union, for all its evils, never aimed to destroy entire nations. Winston Churchill, who all his life was a principled opponent of the Soviet Union and played a major role in going from the WWII alliance to a new confrontation with the Soviet Union, said that graciousness, i.e. life in accordance with conscience, is the Russian way of doing things.

If you take an unbiased look at the smaller European countries, which previously were part of the Warsaw Treaty, and are now members of the EU or NATO, it is clear that the issue was not about going from subjugation to freedom, which Western masterminds like to talk about, but rather a change of leadership. Russian President Vladimir Putin spoke about it not long ago. The representatives of these countries concede behind closed doors that they can’t take any significant decision without the green light from Washington or Brussels.

It seems that in the context of the 100th anniversary of the Russian Revolution, it is important for us to understand the continuity of Russian history, which should include all of its periods without exception, and the importance of the synthesis of all the positive traditions and historical experience as the basis for making dynamic advances and upholding the rightful role of our country as a leading centre of the modern world, and a provider of the values of sustainable development, security and stability.

The post-war world order relied on confrontation between two world systems and was far from ideal, yet it was sufficient to preserve international peace and to avoid the worst possible temptation – the use of weapons of mass destruction, primarily nuclear weapons. There is no substance behind the popular belief that the Soviet Union’s dissolution signified Western victory in the Cold War. It was the result of our people’s will for change plus an unlucky chain of events.

These developments resulted in a truly tectonic shift in the international landscape. In fact, they changed global politics altogether, considering that the end of the Cold War and related ideological confrontation offered a unique opportunity to change the European architecture on the principles of indivisible and equal security and broad cooperation without dividing lines.

We had a practical chance to mend Europe’s divide and implement the dream of a common European home, which many European thinkers and politicians, including President Charles de Gaulle of France, wholeheartedly embraced. Russia was fully open to this option and advanced many proposals and initiatives in this connection. Logically, we should have created a new foundation for European security by strengthening the military and political components of the Organisation for Security and Cooperation in Europe (OSCE). Vladimir Putin said in a recent interview with the German newspaper Bild that German politician Egon Bahr proposed similar approaches.

Unfortunately, our Western partners chose differently. They opted to expand NATO eastward and to advance the geopolitical space they controlled closer to the Russian border. This is the essence of the systemic problems that have soured Russia’s relations with the United States and the European Union. It is notable that George Kennan, the architect of the US policy of containment of the Soviet Union, said in his winter years that the ratification of NATO expansion was “a tragic mistake.”

The underlying problem of this Western policy is that it disregarded the global context. The current globalised world is based on an unprecedented interconnection between countries, and so it’s impossible to develop relations between Russia and the EU as if they remained at the core of global politics as during the Cold War. We must take note of the powerful processes that are underway in Asia Pacific, the Middle East, Africa and Latin America.

Rapid changes in all areas of international life is the primary sign of the current stage. Indicatively, they often take an unexpected turn. Thus, the concept of “the end of history” developed by well-known US sociologist and political researcher Francis Fukuyama, that was popular in the 1990s, has become clearly inconsistent today. According to this concept, rapid globalisation signals the ultimate victory of the liberal capitalist model, whereas all other models should adapt to it under the guidance of the wise Western teachers.

In reality, the second wave of globalisation (the first occurred before World War I) led to the dispersal of global economic might and, hence, of political influence, and to the emergence of new and large centres of power, primarily in the Asia-Pacific Region. China’s rapid upsurge is the clearest example. Owing to unprecedented economic growth rates, in just three decades it became the second and, calculated as per purchasing power parity, the first economy in the world. This example illustrates an axiomatic fact – there are many development models– which rules out the monotony of existence within the uniform, Western frame of reference.

Consequently, there has been a relative reduction in the influence of the so-called “historical West” that was used to seeing itself as the master of the human race’s destinies for almost five centuries. The competition on the shaping of the world order in the 21st century has toughened. The transition from the Cold War to a new international system proved to be much longer and more painful than it seemed 20-25 years ago.

Against this backdrop, one of the basic issues in international affairs is the form that is being acquired by this generally natural competition between the world’s leading powers. We see how the United States and the US-led Western alliance are trying to preserve their dominant positions by any available method or, to use the American lexicon, ensure their “global leadership”. Many diverse ways of exerting pressure, economic sanctions and even direct armed intervention are being used. Large-scale information wars are being waged. Technology of unconstitutional change of governments by launching “colour” revolutions has been tried and tested. Importantly, democratic revolutions appear to be destructive for the nations targeted by such actions. Our country that went through a historical period of encouraging artificial transformations abroad, firmly proceeds from the preference of evolutionary changes that should be carried out in the forms and at a speed that conform to the traditions of a society and its level of development.

Western propaganda habitually accuses Russia of “revisionism,” and the alleged desire to destroy the established international system, as if it was us who bombed Yugoslavia in 1999 in violation of the UN Charter and the Helsinki Final Act, as if it was Russia that ignored international law by invading Iraq in 2003 and distorted UN Security Council resolutions by overthrowing Muammar Gaddafi’s regime by force in Libya in 2011. There are many examples.

This discourse about “revisionism” does not hold water. It is based on the simple and even primitive logic that only Washington can set the tune in world affairs. In line with this logic, the principle once formulated by George Orwell and moved to the international level, sounds like the following: all states are equal but some states are more equal than others. However, today international relations are too sophisticated a mechanism to be controlled from one centre. This is obvious given the results of US interference: There is virtually no state in Libya; Iraq is balancing on the brink of disintegration, and so on and so forth.

A reliable solution to the problems of the modern world can only be achieved through serious and honest cooperation between the leading states and their associations in order to address common challenges. Such an interaction should include all the colours of the modern world, and be based on its cultural and civilisational diversity, as well as reflect the interests of the international community’s key components.

We know from experience that when these principles are applied in practice, it is possible to achieve specific and tangible results, such as the agreement on the Iranian nuclear programme, the elimination of Syrian chemical weapons, the agreement on stopping hostilities in Syria, and the development of the basic parameters of the global climate agreement. This shows the need to restore the culture of compromise, the reliance on the diplomatic work, which can be difficult, even exhausting, but which remains, in essence, the only way to ensure a mutually acceptable solution to problems by peaceful means.

Our approaches are shared by most countries of the world, including our Chinese partners, other BRICS and SCO nations, and our friends in the EAEU, the CSTO, and the CIS. In other words, we can say that Russia is fighting not against someone, but for the resolution of all the issues on an equal and mutually respectful basis, which alone can serve as a reliable foundation for a long-term improvement of international relations.

Our most important task is to join our efforts against not some far-fetched, but very real challenges, among which the terrorist aggression is the most pressing one. The extremists from ISIS, Jabhat an-Nusra and the like managed for the first time to establish control over large territories in Syria and Iraq. They are trying to extend their influence to other countries and regions, and are committing acts of terrorism around the world. Underestimating this risk is nothing short of criminal shortsightedness.

The Russian President called for forming a broad-based front in order to defeat the terrorists militarily. The Russian Aerospace Forces make an important contribution to this effort. At the same time, we are working hard to establish collective actions regarding the political settlement of the conflicts in this crisis-ridden region.

Importantly, the long-term success can only be achieved on the basis of movement to the partnership of civilisations based on respectful interaction of diverse cultures and religions. We believe that human solidarity must have a moral basis formed by traditional values ​​that are largely shared by the world's leading religions. In this connection, I would like to draw your attention to the joint statement by Patriarch Kirill and Pope Francis, in which, among other things, they have expressed support for the family as a natural centre of life of individuals and society.

I repeat, we are not seeking confrontation with the United States, or the European Union, or NATO. On the contrary, Russia is open to the widest possible cooperation with its Western partners. We continue to believe that the best way to ensure the interests of the peoples living in Europe is to form a common economic and humanitarian space from the Atlantic to the Pacific, so that the newly formed Eurasian Economic Union could be an integrating link between Europe and Asia Pacific. We strive to do our best to overcome obstacles on that way, including the settlement of the Ukraine crisis caused by the coup in Kiev in February 2014, on the basis of the Minsk Agreements.

I’d like to quote wise and politically experienced Henry Kissinger, who, speaking recently in Moscow, said that “Russia should be perceived as an essential element of any new global equilibrium, not primarily as a threat to the United States... I am here to argue for the possibility of a dialogue that seeks to merge our futures rather than elaborate our conflicts. This requires respect by both sides of the vital values and interest of the other.” We share such an approach. And we will continue to defend the principles of law and justice in international affairs.

Speaking about Russia's role in the world as a great power, Russian philosopher Ivan Ilyin said that the greatness of a country is not determined by the size of its territory or the number of its inhabitants, but by the capacity of its people and its government to take on the burden of great world problems and to deal with these problems in a creative manner. A great power is the one which, asserting its existence and its interest ... introduces a creative and meaningful legal idea to ​​the entire assembly of the nations, the entire “concert” of the peoples and states. It is difficult to disagree with these words.


A Plea for Caution from Russia. Vladimir Putin, New York Times Op-Ed. Sept. 11, 2013.

RECENT events surrounding Syria have prompted me to speak directly to the American people and their political leaders. It is important to do so at a time of insufficient communication between our societies.

Relations between us have passed through different stages. We stood against each other during the cold war. But we were also allies once, and defeated the Nazis together. The universal international organization — the United Nations — was then established to prevent such devastation from ever happening again.

The United Nations’ founders understood that decisions affecting war and peace should happen only by consensus, and with America’s consent the veto by Security Council permanent members was enshrined in the United Nations Charter. The profound wisdom of this has underpinned the stability of international relations for decades.

No one wants the United Nations to suffer the fate of the League of Nations, which collapsed because it lacked real leverage. This is possible if influential countries bypass the United Nations and take military action without Security Council authorization.

The potential strike by the United States against Syria, despite strong opposition from many countries and major political and religious leaders, including the pope, will result in more innocent victims and escalation, potentially spreading the conflict far beyond Syria’s borders. A strike would increase violence and unleash a new wave of terrorism. It could undermine multilateral efforts to resolve the Iranian nuclear problem and the Israeli-Palestinian conflict and further destabilize the Middle East and North Africa. It could throw the entire system of international law and order out of balance.

Syria is not witnessing a battle for democracy, but an armed conflict between government and opposition in a multi-religious country. There are few champions of democracy in Syria. But there are more than enough Qaeda fighters and extremists of all stripes battling the government. The United States State Department has designated Al Nusra Front and the Islamic State of Iraq and the Levant, fighting with the opposition, as terrorist organizations. This internal conflict, fueled by foreign weapons supplied to the opposition, is one of the bloodiest in the world.

Mercenaries from Arab countries fighting there, and hundreds of militants from Western countries and even Russia, are an issue of our deep concern. Might they not return to our countries with experience acquired in Syria? After all, after fighting in Libya, extremists moved on to Mali. This threatens us all.

From the outset, Russia has advocated peaceful dialogue enabling Syrians to develop a compromise plan for their own future. We are not protecting the Syrian government, but international law. We need to use the United Nations Security Council and believe that preserving law and order in today’s complex and turbulent world is one of the few ways to keep international relations from sliding into chaos. The law is still the law, and we must follow it whether we like it or not. Under current international law, force is permitted only in self-defense or by the decision of the Security Council. Anything else is unacceptable under the United Nations Charter and would constitute an act of aggression.

No one doubts that poison gas was used in Syria. But there is every reason to believe it was used not by the Syrian Army, but by opposition forces, to provoke intervention by their powerful foreign patrons, who would be siding with the fundamentalists. Reports that militants are preparing another attack — this time against Israel — cannot be ignored.

It is alarming that military intervention in internal conflicts in foreign countries has become commonplace for the United States. Is it in America’s long-term interest? I doubt it. Millions around the world increasingly see America not as a model of democracy but as relying solely on brute force, cobbling coalitions together under the slogan “you’re either with us or against us.”

But force has proved ineffective and pointless. Afghanistan is reeling, and no one can say what will happen after international forces withdraw. Libya is divided into tribes and clans. In Iraq the civil war continues, with dozens killed each day. In the United States, many draw an analogy between Iraq and Syria, and ask why their government would want to repeat recent mistakes.

No matter how targeted the strikes or how sophisticated the weapons, civilian casualties are inevitable, including the elderly and children, whom the strikes are meant to protect.

The world reacts by asking: if you cannot count on international law, then you must find other ways to ensure your security. Thus a growing number of countries seek to acquire weapons of mass destruction. This is logical: if you have the bomb, no one will touch you. We are left with talk of the need to strengthen nonproliferation, when in reality this is being eroded.

We must stop using the language of force and return to the path of civilized diplomatic and political settlement.

A new opportunity to avoid military action has emerged in the past few days. The United States, Russia and all members of the international community must take advantage of the Syrian government’s willingness to place its chemical arsenal under international control for subsequent destruction. Judging by the statements of President Obama, the United States sees this as an alternative to military action.

I welcome the president’s interest in continuing the dialogue with Russia on Syria. We must work together to keep this hope alive, as we agreed to at the Group of 8 meeting in Lough Erne in Northern Ireland in June, and steer the discussion back toward negotiations.

If we can avoid force against Syria, this will improve the atmosphere in international affairs and strengthen mutual trust. It will be our shared success and open the door to cooperation on other critical issues.

My working and personal relationship with President Obama is marked by growing trust. I appreciate this. I carefully studied his address to the nation on Tuesday. And I would rather disagree with a case he made on American exceptionalism, stating that the United States’ policy is “what makes America different. It’s what makes us exceptional.” It is extremely dangerous to encourage people to see themselves as exceptional, whatever the motivation. There are big countries and small countries, rich and poor, those with long democratic traditions and those still finding their way to democracy. Their policies differ, too. We are all different, but when we ask for the Lord’s blessings, we must not forget that God created us equal.


Russia’s Foreign Ministry Blasts Hostile US Actions. Stephen Lensman. Sept. 10, 2017.

In response to the Trump administration’s closure, seizure and search of Russian diplomatic properties in San Francisco, Washington and New York, Vladimir responded to a reporter’s question, saying “(h)e is not my bride, and I am not his bride or groom.”

He and other Russian officials remain understandably furious. US hostility toward Russia is unrelenting.

At her weekly press briefing, Russian Foreign Ministry spokeswoman Maria Zakharova commented on the deplorable action, mocking State Department spokeswoman Heather Nauert’s explanation, including claiming Washington seeks normal relations with Moscow.

“How does everything that is happening on the territory of the Russian Federation building, which used to house the Russian General Consulate in San Francisco, contribute to normalizing the situation,” Zakharova asked?

“Why are people whom we do not know and whom no one has invited there engaged in who knows what? Do they also ‘contribute to the normalization of bilateral relations?’ “

“Who sent them there? For what purpose? What are they doing there? Why do they feel like they can make themselves at home there? It is the property of the Russian Federation. What are US citizens doing there” without permission from Russia’s head of mission?

The action was unprecedented, a flagrant Vienna Convention on Diplomatic Relations breach, discussed in a previous article.

Zakharova bluntly suggested America apparently has no “single and comprehensive agenda” toward Russia.

“Diplomatic immunity and inviolability of diplomatic premises are…enshrined in international law.” They remain unchanged even in times of “very acute crises,” she stressed.

“But how does one conduct a dialogue and build relations if the (other country) violates the agreements it has recognized?”

Host nations are legally obligated to respect and protect the diplomatic properties of other countries. Entering them for any reason requires consent from the head of mission.

FBI agents stormed in lawlessly and recklessly, threatening to break down entrances if kept locked, operating like a US Gestapo.

Claiming they were looking for explosives equates Russia’s diplomatic staff with terrorists. Zakharova asked if FBI agents intended to “plant compromising materials” and pretend to find them.

“Special equipment and technology were brought in…Some kind of work (went) on. Nobody inform(ed) anybody about it.”

“A new tonality of relations is being imposed on us, (ongoing) practically every day – going backwards, rejecting cooperation, including at the level of contacts between our peoples.”

The closure, seizure and search incidents weren’t the first times Washington “crudely violated international law. Such behaviour" seriously harms bilateral relations.

“Unfortunately, it threatens to become not just a precedent, but a new American tradition. (Washington) not only destabiliz(es) Russian-American relations, but the whole…global international order.”

Tough comments from Zakharova reflect views of Kremlin officials. Russia/US relations are dismal, worse than any time during the Cold War. Prospects for improvement are nil.

Creative Destruction: Will a New World Order Emerge from the Current Conflicts?

By tradition, this forum focuses on discussing the most pressing global political as well as economic matters. This time, the organisers, as was just mentioned again, have come up with a fairly difficult challenge asking the participants to try to look beyond the horizon, to ponder over what the coming decades may be like for Russia and the international community.

Of course, it is impossible to foresee everything and to take into account all the opportunities and risks that we will be faced with. However, we need to understand and sense the key trends, to look for outside-the-box answers to the questions that the future is posing for us at the moment, and will surely pose more. The pace of developments is such that we must react to them constantly as well as quickly.

The world has entered an era of rapid change. Things that were only recently referred to as fantastic or unattainable have become a reality and have become part of our daily lives.

Qualitatively new processes are simultaneously unfolding across all spheres. The fast-paced public life in various countries and the technological revolution are intertwined with changes on the international arena. The competition for a place in the global hierarchy is exacerbating. However, many past recipes for global governance, overcoming conflicts as well as natural contradictions are no longer applicable, they often fail, and new ones have not been worked out yet.

Naturally, the interests of states do not always coincide, far from it. This is normal and natural. It has always been the case. The leading powers have different geopolitical strategies and perceptions of the world. This is the immutable essence of international relations, which are built on the balance between cooperation and competition.

True, when this balance is upset, when the observance and even existence of universal rules of conduct is questioned, when interests are pushed through at any cost, then disputes become unpredictable and dangerous and lead to violent conflicts.

Not a single real international problem can be resolved in such circumstances and such a framing of the issues, and so relations between countries simply degrade. The world becomes less secure. Instead of progress and democracy, free rein is given to radical elements and extremist groups that reject civilization itself and seek to plunge it into the ancient past, into chaos and barbarism.

The history of the past few years graphically illustrates all of this. It is enough to see what has happened in the Middle East, which some players have tried to reshape and reformat to their liking and to impose on it a foreign development model through externally orchestrated coups or simply by force of arms.

Instead of working together to redress the situation and deal a real blow to terrorism rather than simulating a struggle against it, some of our colleagues are doing everything they can to make the chaos in this region permanent. Some still think that it is possible to manage this chaos.

Meanwhile, there are some positive examples in recent experience. As you have probably guessed, I am referring to the experience of Syria. It shows that there is an alternative to this kind of arrogant and destructive policy. Russia is opposing terrorists together with the legitimate Syrian Government and other states of the region, and is acting on the basis of international law. I must say that these actions and this forward progress has not come easy. There is a great deal of dissension in the region. But we have fortified ourselves with patience and, weighing our every move and word, we are working with all the participants of this process with due respect for their interests.

Our efforts, the results of which were questioned by our colleagues only recently, are now – let me put it carefully – instilling us with hope. They have proved to be very important, correct, professional and timely.

Or, take another example – the clinch around the Korean Peninsula. I am sure you covered this issue extensively today as well. Yes, we unequivocally condemn the nuclear tests conducted by the DPRK and fully comply with the UN Security Council resolutions concerning North Korea. Colleagues, I want to emphasise this so that there is no discretionary interpretation. We comply with all UN Security Council resolutions.

However, this problem can, of course, only be resolved through dialogue. We should not drive North Korea into a corner, threaten force, stoop to unabashed rudeness or invective. Whether someone likes or dislikes the North Korean regime, we must not forget that the Democratic People's Republic of Korea is a sovereign state.

All disputes must be resolved in a civilised manner. Russia has always favoured such an approach. We are firmly convinced that even the most complex knots – be it the crisis in Syria or Libya, the Korean Peninsula or, say, Ukraine – must be disentangled rather than cut.

The situation in Spain clearly shows how fragile stability can be even in a prosperous and established state. Who could have expected, even just recently, that the discussion of the status of Catalonia, which has a long history, would result in an acute political crisis?

Russia's position here is known. Everything that is happening is an internal matter for Spain and must be settled based on Spanish law in accordance with democratic traditions. We are aware that the country’s leadership is taking steps towards this end.

In the case of Catalonia, we saw the European Union and a number of other states unanimously condemn the supporters of independence.

You know, in this regard, I cannot help but note that more thought should have gone into this earlier. What, no one was aware of these centuries-old disagreements in Europe? They were, were they not? Of course, they were. However, at one point they actually welcomed the disintegration of a number of states in Europe without hiding their joy.

Why were they so unthinking, driven by fleeting political considerations and their desire to please – I will put it bluntly – their big brother in Washington, in providing their unconditional support to the secession of Kosovo, thus provoking similar processes in other regions of Europe and the world?

You may remember that when Crimea also declared its independence, and then – following the referendum – its decision to become part of Russia, this was not welcomed for some reason. Now we have Catalonia. There is a similar issue in another region, Kurdistan. Perhaps this list is far from exhaustive. But we have to ask ourselves, what are we going to do? What should we think about it?

It turns out that some of our colleagues think there are ”good“ fighters for independence and freedom and there are ”separatists“ who are not entitled to defend their rights, even with the use of democratic mechanisms.

As we always say in similar cases, such double standards – and this is a vivid example of double standards – pose serious danger to the stable development of Europe and other continents, and to the advancement of integration processes across the world.

At one time the apologists for globalisation were trying to convince us that universal economic interdependence was a guarantee against conflicts and geopolitical rivalry. Alas, this did not happen. Moreover, the nature of the contradictions grew more complicated, becoming multilayer and nonlinear.

Indeed, while interconnectedness is a restraining and stabilising factor, we are also witnessing an increasing number of examples of politics crudely interfering with economic, market relations. Quite recently there were warnings that this was unacceptable, counterproductive and must be prevented. Now those who made such warnings are doing all this themselves. Some do not even conceal that they are using political pretexts to promote their strictly commercial interests. For instance, the recent package of sanctions adopted by the US Congress is openly aimed at ousting Russia from European energy markets and compelling Europe to buy more expensive US-produced LNG although the scale of its production is still too small.

Attempts are being made to create obstacles in the way of our efforts to forge new energy routes – South Stream and Nord Stream – even though diversifying logistics is economically efficient, beneficial for Europe and promotes its security.

Let me repeat: it is only natural that each state has its own political, economic and other interests. The question is the means by which they are protected and promoted.

In the modern world, it is impossible to make a strategic gain at the expense of others. Such a policy based on self-assurance, egotism and claims to exceptionalism will not bring any respect or true greatness. It will evoke natural and justified rejection and resistance. As a result, we will see the continued growth of tensions and discord instead of trying to establish together a steady and stable international order and address the technological, environmental, climate and humanitarian challenges confronting the entire human race today.

Scientific and technological progress, robotic automation and digitalisation are already leading to profound economic, social, cultural changes, and changes in values as well. We are now presented with previously inconceivable prospects and opportunities. But at the same time we will have to find answers to plenty of questions as well. What place will people occupy in the “humans–machines–nature” triangle? What actions will be taken by states that fail to provide conditions for normal life due to changes in climate and environment? How will employment be maintained in the era of automation? How will the Hippocratic oath be interpreted once doctors possess capabilities akin to all-powerful wizards? And will human intelligence finally lose the ability to control artificial intelligence? Will artificial intelligence become a separate entity, independent from us?

Previously, when assessing the role and influence of countries, we spoke about the importance of the geopolitical factor, the size of a country’s territory, its military power and natural resources. Of course, these factors still are of major importance today. But now there is also another factor – the scientific and technological factor, which, without a doubt, is of great importance as well, and its importance will only increase over time.

In fact, this factor has always been important, but now it will have game-changing potential, and very soon it will have a major impact in the areas of politics and security. Thus, the scientific and technological factor will become a factor of universal and political importance.

It is also obvious that even the very latest technology will not be able to ensure sustainable development on its own. A harmonious future is impossible without social responsibility, without freedom and justice, without respect for traditional ethical values and human dignity. Otherwise, instead of becoming a world of prosperity and new opportunities, this “brave new world” will turn into a world of totalitarianism, castes, conflicts and greater divisions.

Today growing inequality is already building up into feelings of injustice and deprivation in millions of people and whole nations. And the result is radicalisation, a desire to change things in any way possible, up to and including violence.

By the way, this has already happened in many countries, and in Russia, our country, as well. Successful technological, industrial breakthroughs were followed by dramatic upheavals and revolutionary disruptions. It all happened because the country failed to address social discord and overcome the clear anachronisms in society in time.

Revolution is always the result of an accountability deficit in both those who would like to conserve, to freeze in place the outdated order of things that clearly needs to be changed, and those who aspire to speed the changes up, resorting to civil conflict and destructive resistance.

Today, as we turn to the lessons of a century ago, namely, the Russian Revolution of 1917, we see how ambiguous its results were, how closely the negative and, we must acknowledge, the positive consequences of those events are intertwined. Let us ask ourselves: was it not possible to follow an evolutionary path rather than go through a revolution? Could we not have evolved by way of gradual and consistent forward movement rather than at a cost of destroying our statehood and the ruthless fracturing of millions of human lives.

However, the largely utopian social model and ideology, which the newly formed state tried to implement initially following the 1917 revolution, was a powerful driver of transformations across the globe (this is quite clear and must also be acknowledged), caused a major revaluation of development models, and gave rise to rivalry and competition, the benefits of which, I would say, were mostly reaped by the West.

I am referring not only to the geopolitical victories following the Cold War. Many Western achievements of the 20th century were in answer to the challenge posed by the Soviet Union. I am talking about raising living standards, forming a strong middle class, reforming the labour market and the social sphere, promoting education, guaranteeing human rights, including the rights of minorities and women, overcoming racial segregation, which, as you may recall, was a shameful practice in many countries, including the United States, a few short decades ago.

Following the radical changes that took place in our country and globally at the turn of the 1990s, a really unique chance arose to open a truly new chapter in history. I mean the period after the Soviet Union ceased to exist.

Unfortunately, after dividing up the geopolitical heritage of the Soviet Union, our Western partners became convinced of the justness of their cause and declared themselves the victors of the Cold War, as I just mentioned, and started openly interfering in the affairs of sovereign states, and exporting democracy just like the Soviet leadership had tried to export the socialist revolution to the rest of the world in its time.


We were confronted with the redistribution of spheres of influence and NATO expansion. Overconfidence invariably leads to mistakes. The outcome was unfortunate. Two and a half decades gone to waste, a lot of missed opportunities, and a heavy burden of mutual distrust. The global imbalance has only intensified as a result.

We do hear declarations about being committed to resolving global issues, but, in fact, what we see is more and more examples of selfishness. All the international institutions designed to harmonise interests and formulate a joint agenda are being eroded, and basic multilateral international treaties and critically important bilateral agreements are being devalued.

I was told, just a few hours ago, that the US President said something on social media about Russia-US cooperation in the important area of nuclear cooperation. True, this is the most important sphere of interaction between Russia and the United States, bearing in mind that Russia and the United States bear a special responsibility to the world as the two largest nuclear powers.

However, I would like to use this opportunity to speak in more detail about what happened in recent decades in this crucial area, to provide a more complete picture. It will take two minutes at most.

Several landmark bilateral agreements were signed in the 1990s. The first one, the Nunn-Lugar programme, was signed on June 17, 1992. The second one, the HEU-LEU programme, was signed on February 18, 1993. Highly enriched uranium was converted into low-enriched uranium, hence HEU-LEU.

The projects under the first agreement focused on upgrading control systems, accounting and physical protection of nuclear materials, dismantling and scrapping submarines and radioisotope thermoelectric generators. The Americans have made – and please pay attention here, this is not secret information, simply few are aware of it – 620 verification visits to Russia to check our compliance with the agreements. They visited the holiest of holies of the Russian nuclear weapons complex, namely, the enterprises engaged in developing nuclear warheads and ammunition, and weapons-grade plutonium and uranium. The United States gained access to all top-secret facilities in Russia. Also, the agreement was almost unilateral in nature.

Under the second agreement, the Americans made 170 more visits to our enrichment plants, touring their most restricted areas, such as mixing units and storage facilities. The world’s most powerful nuclear enrichment plant – the Urals Electrochemical Combine – even had a permanent American observation post. Permanent jobs were created directly at the workshops of this combine where the American specialists went to work every day. The rooms they were sitting in at these top-secret Russian facilities had American flags, as is always the case.

In addition, a list was drawn up of 100 American specialists from 10 different US organisations who were entitled to conduct additional inspections at any time and without any warning. All this lasted for 10 years. Under this agreement, 500 tonnes of weapons-grade uranium were removed from military circulation in Russia, which is equivalent to about 20,000 nuclear warheads.

The HEU-LEU programme has become one of the most effective measures of true disarmament in the history of humankind – I say this with full confidence. Each step on the Russian side was closely monitored by American specialists, at a time when the United States limited itself to much more modest reductions of its nuclear arsenal, and did so on a purely goodwill basis.

Our specialists also visited enterprises of the US nuclear arms complex but only at their invitation and under conditions set by the US side.

As you see, the Russian side demonstrated absolutely unprecedented openness and trust. Incidentally – and we will probably talk about this later – it is also common knowledge what we received from this: total neglect of our national interests, support for separatism in the Caucasus, military action that circumvented the UN Security Council, such as the bombing of Yugoslavia and Belgrade, the introduction of troops into Iraq and so on. Well, this is easy to understand: once the condition of the nuclear complex, the armed forces and the economy had been seen, international law appeared to be unnecessary.

In the 2000s our cooperation with the United States entered a new stage of truly equitable partnership. It was marked by the singing of a number of strategic treaties and agreements on peaceful uses of nuclear energy, which is known in the US as the 123 Agreement. But to all intents and purposes, the US side unilaterally halted work within its framework in 2014.

The situation around the 2000 Plutonium Management and Disposition Agreement (PMDA) of August 20 (signed in Moscow) and September 1 (in Washington) is perplexing and alarming. In accordance with the protocol to this agreement, the sides were supposed to take reciprocal steps to irreversibly convert weapons-grade plutonium into mixed oxide (MOX) fuel and burn it in nuclear plants, so that it could not be used for military purposes. Any changes in this method were only allowed by consent of the sides. This is written in the agreement and protocols to it.

What did Russia do? We developed this fuel, built a plant for mass production and, as we pledged in the agreement, built a BN-800 plant that allowed us to safely burn this fuel. I would like to emphasise that Russia fulfilled all of its commitments.

What did our American partners do? They started building a plant on the Savannah River Site. Its initial price tag was $4.86 billon but they spent almost $8 billion, brought construction to 70 percent and then froze the project. But, to our knowledge, the budget request for 2018 includes $270 million for the closure and mothballing of this facility. As usual, a question arises: where is the money? Probably stolen. Or they miscalculated something when planning its construction. Such things happen. They happen here all too often. But we are not interested in this, this is not our business. We are interested in what happens with uranium and plutonium. What about the disposal of plutonium? Dilution and geological storage of the plutonium is suggested. But this completely contradicts the spirit and letter of the agreement, and, most important, does not guarantee that the dilution is not reconverted into weapons-grade plutonium. All this is very unfortunate and bewildering.

Next. Russia ratified the Comprehensive Nuclear-Test-Ban Treaty more than 17 years ago. The USA has not done so yet.

A critical mass of problems is building up in global security. As is known, in 2002 the United States pulled out of the Anti-Ballistic Missile Treaty. And despite being initiators of the Convention on the Prohibition of Chemical Weapons and international security, they initiated that agreement themselves, they are failing to meet their commitments. They remain as of today the only and largest holder of this form of weapon of mass destruction. Moreover, the USA has pushed back the deadline for eliminating their chemical weapons from 2007 to as far as 2023. It does not look proper for a nation that claims to be a champion of non-proliferation and control.

In Russia, on the contrary, the process was completed on September 27 of this year. By doing so our country has made a significant contribution to enhancing international security. By the way, the western media preferred to keep quiet, not to notice it, though there was one fleeting mention somewhere in Canada, but that was it, then silence. Meanwhile, the chemical weapons arsenal stockpiled by the Soviet Union is enough to destroy life on the planet multiple times over.

I believe that it is time to abandon an obsolete agenda. I am referring to what was. Without a doubt, we should be looking forward, we have to stop looking back. I am talking about this so as to understand the origins of the current situation that is taking shape.

It is high time for a frank discussion among the global community rather than just a group of the chosen, allegedly the most worthy and advanced. Representatives of different continents, cultural and historical traditions, political and economic systems. In a changing world, we cannot afford to be inflexible, closed off, or unable to respond clearly and quickly. Responsibility for the future – this is what should unite us, especially in times like the current ones when everything is changing rapidly.

Never before has humankind possessed such power as it does now. The power over nature, space, communications, and its own existence. However, this power is diffuse: its elements are in the hands of states, corporations, public and religious associations, and even individual citizens. Clearly, harnessing all these elements in a single, effective and manageable architecture is not an easy task. It will take hard, painstaking work to achieve this. And Russia, I will note, is willing to take part in it together with any partners who are interested.

Colleagues, how do we see the future of the international order and the global governance system? For example, in 2045, when the UN will mark its centennial anniversary? Its creation has become a symbol of the fact that humanity, in spite of everything, is capable of developing common rules of conduct and following them. Whenever these rules were not followed, it inevitably resulted in crises and other negative consequences.

However, in recent decades, there have been several attempts to belittle the role of this organisation, to discredit it, or simply to assume control over it. All these attempts predictably failed, or reached a dead end. In our opinion, the UN, with its universal legitimacy, must remain the centre of the international system. Our common goal is to raise its authority and effectiveness. There is no alternative to the UN today.

With regard to the right of veto in the Security Council, which is also sometimes challenged, you may recall that this mechanism was designed and created in order to avoid direct confrontation of the most powerful states, as a guarantee against arbitrariness and recklessness, so that no single country, even the most influential country, could give the appearance of legitimacy to its aggressive actions.

Of course, let us face it, the experts are here, and they know that the UN has legitimised the actions of individual participants in international affairs after the fact. Well, at least that is something, but it will not lead to any good, either.

Reforms are needed, the UN system needs improvement, but reforms can only be gradual, evolutionary and, of course, they must be supported by the overwhelming majority of the participants in the international process within the organisation itself, by broad consensus.

The guarantee of the UN effectiveness lies in its representative nature. The absolute majority of the world’s sovereign states are represented in it. The fundamental principles of the UN should be preserved for years and decades to come, since there is no other entity that is capable of reflecting the entire gamut of international politics.

Today, new centres of influence and growth models are emerging, civilisational alliances, and political and economic associations are taking shape. This diversity does not lend itself to unification. So, we must strive to harmonise cooperation. Regional organisations in Eurasia, America, Africa, the Asia-Pacific region should act under the auspices of the United Nations and coordinate their work.

However, each association has the right to function according to its own ideas and principles that correspond to its cultural, historical and geographical specifics. It is important to combine global interdependence and openness with preserving the unique identity of each nation and each region. We must respect sovereignty as the basis underlying the entire system of international relations.

Colleagues, no matter what amazing heights technology can reach, history is, of course, made by humans. History is made by people, with all their strengths and weaknesses, great achievements and mistakes. We can have only a shared future. There can be no separate futures for us, at least, not in the modern world. So, the responsibility for ensuring that this world is conflict-free and prosperous lies with the entire international community.
